
Carl Mummenthey, Superintendent of Schools
Carl J. Mummenthey was appointed the superintendent of schools on July 1, 2022. Prior to joining Niskayuna, he served as superintendent of schools at Cobleskill-Richmondville Central School District. He was appointed to that role in September 2014. Previously, he served as superintendent at Jefferson Central School for nine years.
Throughout his career he’s worked as a high school English teacher, a staff development specialist, and a middle and high school principal.
He earned a bachelor’s degree in English education from SUNY Oneonta, a Master of Science in Teaching in English from the University of New Hampshire and a Certificate of Advanced Graduate Study in educational leadership from the University of New England.
Mummenthey serves as a trustee/director for the Bassett Healthcare Network and the Clark Foundation (NYC and Cooperstown, NY).

Jessica Moore, Assistant Superintendent of Curriculum & Instruction
Jessica Moore joined Niskayuna as the Assistant Superintendent for Curriculum and Instruction on August 8, 2023. She most recently served as the K-12 Director of Science, Engineering, Technology, and Mathematics for the Niskayuna Central School District, and previously held the role of K-12 Director of Science & Technology for the Burnt Hills-Ballston Lake Central School District. Moore also served as an assistant middle school principal in Niskayuna from 2016 through 2019. She brings over 25 years of education experience to her role.
As a member of the Leadership Team, Moore has contributed to the development of the district’s program vision and is committed to advancing equity and expanding opportunities for all students. She served as an adjunct professor at the College of Saint Rose from 2005 through 2016 and currently serves on the Advisory Board for the Siena University Education Department.
Moore holds a B.S. in geology and a Master of Arts in Teaching in secondary education, both from Union College, as well as a certificate of advanced study in educational leadership from Stony Brook University.

Timothy C. Fowler, Assistant Superintendent of Student Support Services
Timothy C. Fowler was appointed as the new assistant superintendent of pupil personnel services on July 12, 2022 and began on August 1. He has worked in education for over 25 years in both the suburban and urban school settings and has a breadth of administrative experience in various roles. Fowler began his career as a school psychologist in North Colonie. Prior to joining Niskayuna, he served as Supervisor of Pupil Services and Special Education at South Colonie Central School District for five years. Previous to that work, he served 11 years as an administrator in the City School District of Albany, where he held positions as an assistant principal, elementary principal, assistant director of special education, and interim director of pupil personnel services.
Throughout his career, he’s worked to develop and strengthen systems to better support student learning and student support services.
He earned a bachelor’s degree in psychology, a master’s degree in school psychology, and a certificate of advanced studies in educational administration from The College of Saint Rose.
His depth of knowledge and experience in leadership and student support services will help provide Niskayuna with valuable oversight of the student services division pupil services in Niskayuna.

Matt Leon, Assistant Superintendent of Business & Operations
Matt Leon has been the assistant superintendent of business & operations since February 2023.
Leon has 20 years of experience in public education. In his current role, he oversees the district’s Business Office and annual budget development process, capital improvement projects, and the operations areas of Facilities, Food Service, Security and Transportation. He has been an active participant in the development of the District Strategic Plan.
Leon holds a certificate of advanced study as a School District Business Leader, which he earned from The College of St. Rose in 2022. He is an active member of the Association of School Business Officials of New York, including serving on the organization’s Government Relations Committee. In this role, he regularly advocates on behalf of Niskayuna and all public schools with elected officials.
Leon previously served as a communications specialist with Capital Region BOCES for 16 years and during that time he led the Niskayuna Central School District communications office for 11 years. As a member of the Niskayuna Leadership Team, Leon played an active role in capital project, budget, and strategic initiative planning. During his career, he has worked closely with the Capital Region BOCES Superintendents’ Legislative Committee and the New York State Educational Conference Board to advocate on school funding and other important public education issues.
Leon holds a master’s degree in journalism from Northwestern University and a bachelor’s degree from Saint Michael’s College.

Latisha J. Barnett, Chief Equity Officer
Latisha J. Barnett was appointed as the district’s Chief Equity Officer in July 2019. She also serves as the district’s Civil Rights Compliance Officer and the Title IX Coordinator for Students.
Barnett joined the district from Skidmore College, where she served as the director of student diversity programs for three years. Prior to that, she spent 12 years at The College of Saint Rose, holding various positions including adjunct faculty member, director of student life, and assistant director of multicultural affairs. Earlier in her career, she worked in the non-profit sector as a Service Coordinator for the Center for Disability Services. In that role, she coordinated service review meetings and advocated for individuals, ensuring they received the necessary resources to succeed in school and the community.
Barnett holds a Master of Science in education degree from The College of Saint Rose and a Bachelor’s Degree in sociology from the State University of New York College at Fredonia.
Her responsibilities involve collaborating with stakeholders to lead, support, and implement systemic changes that advance diversity, equity, inclusion, and belonging throughout the district. This work encompasses strategic planning, policy review and development, climate and culture, employee and student development, and curriculum review and alignment.
Barnett is also dedicated to advancing diversity, equity, and inclusion (DEI) initiatives at the state and local levels. She volunteers on the NYSED Diversity, Equity, and Inclusion Leaders Advisory Group and serves on the Board of Directors for the YWCA of Northeastern New York, whose mission and vision align with her professional commitment.

Matthew Petrin, Director of Human Resources
Matthew Petrin joined Niskayuna as the Director of Human Resources on October 31, 2022. He most recently served as the Human Resources Administrator at the City School District of Albany. Petrin has over 15 years of experience in human resources in all facets including significant experience in recruitment and retention, employee/labor relations and human resources systems implementation spanning public, private and non-profit sectors.
He is an active volunteer with local and national human resources organizations including the Society for Human Resources Management (SHRM), the New York State Council of SHRM, the Capital Region Human Resources Association and the New York State Association of Personnel Administrators.
Petrin holds an MBA and an advanced certificate in human resources from Russell Sage College, and a bachelor’s degree in neuroscience/psychobiology from Connecticut College. He is also certified as a Senior Professional in Human Resources (SPHR), Society for Human Resources Management Senior Certified Professional (SHRM-SCP) and a Certified Employee Benefits Specialist (CEBS).
