Students may be grouped for instruction in order to improve instructional effectiveness, to maximize the use of resources available and to best meet practices according to educational research.
As a general rule, the Superintendent of Schools is responsible for the organization of a consistent, district-wide system of pupil placement in accordance with Board of Education policy. Generally, this is delegated to school Principals in accordance with established procedures.
The Superintendent is directed to ensure that appropriate measures of students’ progress relative to student age and ability are periodically made and discussed with parents and reviewed by staff. In the event that significant deviations are observed between students’ actual and expected progress, consideration should be given to alternate instructional practices and grouping procedures.
