Board of Education adopts final 2005-06 tax rates
Tax rates lower than estimated for most residents


On August 15 the Niskayuna Board of Education adopted final tax rates for the 2005-06 school year. For most Niskayuna Central School District residents, those rates are lower than previously estimated.

Town of Niskayuna homeowners will see their taxes increase 7.2 percent. Due to changes in assessed value and equalization rates, taxes for homeowners will increase in the towns of Glenville by 12.3 percent, Colonie by 2.4 percent and Clifton Park by 9.0 percent.

The average tax increase over the last five years (including the 2005-06 rate) has been 3.7 to 5.1 percent in all of the district's towns: 5.1 percent in Niskayuna, 4.3 percent in Glenville, 3.7 percent in Colonie and 4.8 percent in Clifton Park.

The 2005-06 tax rates for homeowners in the different areas of the district (per $1,000 of assessed valuation) are: Niskayuna, $26.02; Glenville, $25.04; Colonie, $24.05; and Clifton Park, $25.61.

Before the budget vote in May, the district had estimated taxes would increase about 7.5 percent. Two figures that annually cannot be known when residents vote on the budget --- final equalization rates set by the New York State Office of Real Property Services (ORPS) and final assessment rolls set by local assessors --- affected the final tax rates. (Assessment figures tell the district its total tax base, while ORPS sets equalization rates to compensate for different assessment practices from one town to the next.) Glenville and Clifton Park had significant decreases in their equalization rates, resulting in higher tax rates for those towns.

Tax rates for most of the school district’s residents are lower than predicted, including for property owners in the Town of Niskayuna, which is 81 percent of the district’s tax base.

For a Niskayuna homeowner with a house assessed at $140,000, school taxes would be $3,643, an increase of $244. (That figure does not include STAR reductions.)

Property owners will receive tax bills in early September.
